The first Russian unified interuniversity startup space was created in the Volga Federal District. Due to this innovation, students will have more opportunities to develop their entrepreneurial competencies. The respective agreement was signed on December 7 in Samara by 28 universities from all regions of the Volga Federal District. The solemn ceremony of signing the agreement on establishing the consortium of universities at the Volga Federal District “University Technological Entrepreneurship” was held at Samara National Research University.



This consortium secures the new tool for the universities’ interaction with each other, making it possible for authors of various startups not to be “tied” to the university that they study at. For example, some promising interesting startup did not happen for some reason among the projects to win in the competition, which are planned to be supported and implemented at the university the authors of that startup study at. Now, the authors of such a project will be able to join the accelerator or the startup studio at another university. That is, while continuing to study at one university, you will be able to implement your startup at another university, in another region. Startup teams will now be able to include students from different regions of the Volga Federal District. This unified space will increase students’ opportunities for developing entrepreneurial ideas, meanwhile the number of projects being implemented should grow.

The Volga Federal District universities’ initiative was welcomed during the signing ceremony by Victoria Makoveeva, Deputy Director of the Department of the Development of Technological Entrepreneurship and Technology Transfer of the Ministry of Science and Higher Education of the Russian Federation: “You are the first participants of the Federal Project “University Technology Entrepreneurship Platform”, who are now entering the new interaction level. The consortium will allow involving in developing technological entrepreneurship not only students, but also university teachers and employees of scientific laboratories. It’s great that you are not acting from scratch: the strong training platform has been created, with many student startups, and accelerators to work. If at least some of your student army become entrepreneurs, it will be a great result!”

Dmitry Abramov, Head of the Department of Investment, Innovation Policy and Foreign Economic Relations of the Ministry of Economic Development and Investment of the Samara Region, in turn, noted that a lot of work is being done in the region to create the favorable investment climate, the infrastructure is developing that allows supporting technology startups. But there is one complex task — the search for such startups. “I believe it is universities that play a key role in creating a funnel for selecting viable and promising projects”, stressed Dmitry Abramov.

“The University of the Future is an entrepreneurial university”, said Vladimir Bogatyrev, Rector of Samara University. “And this university should unite several spheres at once: we teach entrepreneurship, we create conditions for student startups to emerge, we launch our own production facilities right in the campus territory so that graduates of our universities have the opportunity for not only focusing on corporate jobs, but also creating their own jobs”.

Vladimir Bogatyrev stressed that in conditions of limited resources, the consortium will make it possible to achieve maximum effect in developing student entrepreneurship, primarily technological one. The consortium will facilitate coping with a number of problems to be faced on the way to this goal.

“Today we have taken a step towards creating the unified ecosystem of technological entrepreneurship in the Volga Federal District. This will allow us to combine the strengths, competencies of our specialists, as well as the innovative infrastructure of our universities. Such a system is being established in Russia for the first time. It will enable seamless transition of student startups from one accelerator to another, into one or another support program. The ecosystem of technological entrepreneurship will include the consortium, the cloud of projects, our databases on experts, mentors, business angels, as well as industrial partners”, said Vladimir Bogatyrev.

The decision on creating the consortium of universities “University Technological Entrepreneurship” was made in the summer of 2023, following the results of the project session held at Samara University, in which representatives of the universities of the Volga Federal District — participants of the Federal Project “Platform for University Technological Entrepreneurship” (PUTP) — took part. This project to be launched in 2022 is supervised by the Ministry of Science and Higher Education of the Russian Federation.
