Information for foreign students of Samara University

The Federal Law №274-FZ “On introduction of amendments to the Federal Law “On legal status of foreign citizens in the Russian Federation” and to the Federal Law “On State fingerprinting in the Russian Federation” from July 1, 2021 came into effect on December 29, 2021.

Obligations of foreign students

The above-mentioned amendments impose the obligations upon the foreign students, arriving to the Russian Federation for study for a period over 90 calendar days, to pass during 90 calendar days from the date of entrance to the Russian Federation the following procedures:

1. medical examination to determine the presence or absence of the fact of use of narcotic and psychotropic drugs without prescription or potentially dangerous new psychoactive substances, transmissible diseases that endanger public health specified in the list approved by the authorized body of the Russian Federation Government, and diseases caused by the human immunodeficiency virus (HIV);
   1. state mandatory fingerprinting and photographing.

These obligations apply to the foreign students arrived to the Russian Federation from December 29, 2021 except the citizens of the Republic of Belarus.

2. Medical examination is organized in the medical organization authorized by Samara Regional Government (Order №24 from 25.01.2022):

   Business hours: from Monday to Friday from 8:00 a.m. to 2:00 p.m.

   • The documents necessary for medical examination:
   • an identity document (translation into Russian);
   • a migration card;
   • visa (if applicable);
   • migration registration (is processed by the Dept. оf International Protocol during 7 days from the date of entrance to Russia).
   • Performance time limit – 5 business days. You can get medical certificates on business days from 8:00 a.m. to 5:00 p.m.
   • Medical certificates are valid for 3 months from the date of issue. After expiration date during a month, you must pass medical examination again and apply a new medical certificate in the Office of state fingerprinting.
     1. State mandatory fingerprinting and photographing are carried out once at the Regional Migrant Resource Center (address: 2, Chernogorskaya St., Samara). You should apply your medication certificate to pass fingerprinting and photographing.

        Responsibilities of foreign students

        In case of non-performance of the above-mentioned obligations by the foreign students, their temporary stay in the Russian Federation is being shortened.

        Temporary stay in the Russian Federation is being shortened, as well as in the cases provided for in the Russian legislation, a decision on undesirability of stay (residence) in the Russian Federation or a decision on non-consent for the entrance to the Russian Federation is made towards foreign citizens, if the medical examination revealed the fact of use of narcotic and psychotropic drugs without prescription or potentially dangerous new psychoactive substances, or it is found out that foreign citizens suffer from a disease caused by the human immunodeficiency virus (HIV) (except cases provided by the paragraph 3 of the subparagraph 3 of the article 11 of the Federal Law №38-FZ from 30.03.1995 “On prevention of the spread in the Russian Federation of a disease caused by the human immunodeficiency virus (HIV)”), or suffer from one of transmissible diseases that endanger public health.
