International programmes of Samara University are traditionally chosen by students from European countries, where machine building and aircraft industry are historically developed – France, Germany, Italy.
The first results of double diploma programme implementation, as well as prospects for the development of cooperation between Samara National Research University and Polytechnic Institute of Advanced Science in Toulouse (IPSA) were discussed at a joint meeting held at Samara University.
Samara University and Polytechnic Institute of Advanced Science are united by the leading position in their industry and similar educational and scientific profiles. IPSA is the leading private higher education institution of France in the field of engineering training for the aviation, rocket and space industry. The institute has two campuses: in the suburbs of Paris and in Toulouse. The largest number of students studies in Toulouse — the aerospace capital of Europe. A quarter of all jobs in the European space industry is concentrated in this city, 53 thousand people are employed in the aviation industry. The institute maintains close ties with industrial companies Airbus and Safran.
The joint French-Russian network educational programme, created at the Department of Aircraft Engine Construction and Design of Samara University, began operating in September 2017. In the summer of 2018, the first defenses of double diplomas were held in Samara, and then in Toulouse. Director of the IPSA campus Jean-Marc Chalin, said that the result was very visual – the defense of diplomas carried out at the Institute of Engine and Power Plant Engineering of Samara University was at a very high level in Toulouse, this was noted not only by the IPSA management, but also by the representatives of Safran and other industrial companies. No less important is that the master’s students, who were both students of Samara University and IPSA at the same time and studied in Samara for a year and a half, remained impressed by their studies at the university.
The campus director of IPSA said that French students willingly go to Samara University to the Institute of Engine and Power Plant Engineering, they are tempted by the opportunity to deepen their knowledge through applied and practical skills.
"Space specialization, like all education in France in general, is broader and more theoretical. The students come here because they want to plunge into a narrow specialization, “to touch” real engines and structure elements. In addition, it is important for them to be at the university, which initially stood at the beginning of space exploration. The interest in studying rocket and space technology direction is very high", – said Jean-Marc Chalin.
The first graduation demonstrated a great potential of this direction, therefore the director of the IPSA campus and staff member of the International Office of this university Marina Karetnikova-Latour offered to consider options for expanding cooperation at the meeting with Head of Samara University International Office Sergey Tits, responsible for the implementation of the double degree programme Associate Professor of the Department of Aircraft Engine Construction and Design Alexander Vinogradov and the leaders of the profile aerospace directions of Samara University.
The priority for the French side is the rocket and space industry. In this regard, Director of the Institute of Space Rocket Engineering Sergey Ishkov, presented the summer and winter schools of space engineering and technology. "There was established the programme that included the main directions of space rocket engineering development, starting with the questions of flight dynamics to legal aspects relating to space law, – said Sergey Ishkov. – Considering the high interest to space rocket engineering, the best option for French students is to visit our university, firstly, within the school and then as part of the joint diploma programme".
Within the discussion, it was decided to develop an extended version of the existing programme of double diplomas in engine-building. Starting with 2019 it will include several additional modules on rocket building and rocket and space technology. Such modules will also be included into the semester programme of international exchange. In addition, answering the request of the French side, a full-fledged programme will be developed in this area.
The key research and educational direction of IPSA is aviation, so the international summer school “Flight Safety and Airworthiness”, held in the framework of the Erasmus project, was of great interest. From August, 19 to September, 1 students from Italy, Uzbekistan, India, and Russia studied flight safety and maintenance issues at Samara University.
"The school turned out to be fascinating, full of practice. The students spent a whole week at our training aerodrome, carried out launches of various types of aviation equipment, diagnosing and implementing various projects. We understand that European partners appreciate the cooperation with Samara University especially for the opportunity to study through research and wide practical possibilities", – said Sergey Tits.
The guests from France showed interest in the programmes presented by Professor of Aircraft Construction and Design Department Valeriy Komarov. The programmes are developed in two directions: multidisciplinary optimization and topology optimization. They have been worked out for more than a decade of practice and, in the opinion of Jean-Marc Chalin, they will also be interesting and useful for the students of IPSA.

The cooperation agreement with IPSA – Polytechnic Institute of Advanced Science was concluded in 2016. The joint French-Russian network educational programme between the Institute of Engine and Power Plant Engineering of Samara University and the Department of Transport Systems of IPSA, prepared at the Department of Aircraft Engine Construction and Design under the direction of Sergey Falaleev, includes two Master Programmes in “Aircraft Engines and Power Plants” at Samara University and "Aerospace Engineering and Technology" at IPSA.
In 2016/2017 academic year four students from this institute were trained at Samara University during the semester under the programme "Aircraft Propulsion and Power Systems". In 2017/2018 academic year 10 people have already been trained at Samara University. Currently four students from IPSA are studying under this programme, representing both Paris and Toulouse campuses.
